Description
This paper is premised on the idea that the institutional development of both APEC and ASEM (Asia-Europe Meeting) will depend on the degree of social learning within and between international organizations. This concept emphasizes international economic cooperation as a political and social process involving factors other than economic variables. Social learning can occur at different levels.
