The research contributions in this publication explore research and policy issues relating to two key drivers of growth in the new global economy – human capital and innovation. The first paper, ‘International Mobility of Highly-Qualified People in APEC’ examines the key issues surrounding the international mobility of highly-qualified people (HQP). The second paper, ‘The Development of Industrial Clusters towards a Knowledge-based Economy’ discusses the role of innovation and growth in the formation of an industrial cluster.
