The objective of this report is two-fold: 1) to understand current policies and procedures governing the cross-border movement of emergency personnel and disaster goods and equipment within APEC economies; and 2) to identify best practices that can be used to help formulate policy recommendations to effectively deal with the international movement of emergency responders, disaster goods and equipment.
