Description
The APEC Food Safety Modernisation Framework to Facilitate Trade is prepared to assist APEC member economies in enhancing or modernising their food safety regulatory systems. It emphasises the importance of ensuring food safety regulatory measures and their implementation be based on international standards, guidelines and principles such as adopted by Codex Alimentarius Commission. It upholds the obligations described in the World Trade Organisation’s Agreements on Sanitary and Phytosanitary Measures and Technical Barriers to Trade. It tailors the relevant international principles for the enhancement or modernisation food safety regulatory measures to the APEC region. It asks that food safety regulatory measures to provide appropriate level of protection for consumers within the economy should be based on available science and be no more trade restrictive than necessary. It recognises that fraudulent and deceptive practices of a non-food safety nature can negatively impact consumers’ confidence in the economy’s food safety regulatory system.
