Startup incubators—an important means of cultivating innovative enterprises, accelerating new technical transformation, and technical commercialization— develops very fast and makes indispensable contributions to the improvement of global productivity.

To encourage APEC economies to a more active participation in the incubator cooperation, this report was developed to assess practices and experience in the region. It also provides policy recommendations on how to reinforce the capacity building and strengthen cooperation in the post-2020 vision.
