To facilitate APEC seafarers' labor mobility, and maximize cross-border people-to-people connectivity, this research paper investigates the barriers to seafarers' labor mobility, as well as other influences caused by the COVID-19 pandemic.
The report contains key conclusions specifically focusing on: The effects of seafarers' labor mobility on the shipping industry and economic growth in the APEC region; the challenges and barriers faced by individual seafarers, industries and economies in relation to seafarers' labor mobility issues; and the collaborative actions that can be taken under the APEC umbrella to maximize the cross-border labor mobility of seafarers. It also provides the influences and reactions on COVID-19 affecting seafarers' labor mobility.
