The objective of this report is twofold:

 

1) to understand current policies and procedures affecting the cross-border movement of emergency personnel and disaster goods and equipment within APEC economies, and

 

2) to identify best practices that can be used to help formulate policy recommendations to effectively deal with the international movement of emergency responders and disaster goods and equipment.
