The objectives of the Peer Review and Capacity Building on APEC Infrastructure Development and Investment Project are to: 1) conduct peer review on policies and practices relating to the planning, selection and implementation process of infrastructure projects; and 2) identify capacity building needs of the reviewed economy through peer review and provide suggested capacity building activities based on the identified needs.
This report captures the peer review conducted on the Philippines. It identifies further issues to pursue for the Department of Public Works and Highways (DPWH) and the Public-Private Partnership (PPP) Center in the Philippines. The issues are: 1) Technical assistance to DPWH in analyzing the three key elements of quality infrastructure - life cycle cost, environmental and other impacts, and safety assurance; 2) Capacity building and development of key skills identified by DPWH and PPP Center to support their roles; 3) Defining major issues to review and develop solutions within the roads infrastructure context.
