Description
This study examines the working condition and challenges of freelance online workers, especially women, in the APEC region. The APEC-wide survey and focus group discussions conducted under this project identified a number of concerns and issues affecting freelance practitioners. This study therefore recommends possible measures to address these issues to protect online freelancers from exploitation, discrimination, harassment, health hazards, unfair pay, gender bias and other unfair practices. This project is intended to benefit all types of freelancers in the digital economy, whether they are affiliated to specific Platforms or not.
In relation to freelance workers’ need for training and skills development, this report describes the successful conduct of an Upskilling Workshop for Freelance Workers on the Digital Platform in December 2023.
This study also provides a Model Contract as a possible template for freelancers as they deal with their customers (or platform end-users), as well as a proposed Code of Ethics as guiding principles to enable them to work effectively, implement best practices and protect themselves from unfair treatment from customers and platform operators.
