Description
This report summarizes the outcomes of the APEC project entitled "Workshop on Privacy-Enhancing Technologies (PETs): Opportunities and Challenges" (DESG_103_2024A). As data has become a central driver of the digital economy, this project addresses the critical challenge of balancing data utility with privacy protection. The report captures insights from a one-day workshop held on 12 September, 2025, which explored advanced technologies such as Differential Privacy, Federated Learning, and Homomorphic Encryption. Key sessions focused on policy design, technological innovation, and practical application. With 99 participants from 11 APEC economies and invited experts, the workshop facilitated knowledge exchange and identified key policy considerations for fostering trust in cross-border data flows. This publication serves as a valuable resource for policymakers and technical experts seeking to navigate implementation challenges, mitigate risks, and enhance regional cooperation in digital innovation and data governance.
