This Follow-up study is part of Peru’s Follow-up initiative on Promoting Transparency through the Improvement of Information submitted in SPS Notifications. It aims to analyze how specific items (Item 3 - Products Covered and Item 6 - Description of Content) of SPS notifications in APEC economies have evolved since the 2019 study, in accordance with the SPS Agreement and its Recommended Procedures. The scope of this follow-up study includes a representative sample of regular and emergency notifications, submitted by APEC economies between 2020 and 2024. It also includes a questionnaire to evaluate private sector experiences on the matter.
Findings show that while emergency notifications demonstrate better clarity, regular notifications still present challenges in the use of HS codes and description of measures. Even though, these results highlight that improving just two key items could generate benefits for transparency and trade predictability across the APEC region.
