The report presents the outcomes of the APEC EGILAT 01 2025S project, which convened policymakers, enforcement agencies, researchers, industry, and civil society from 17 economies to advance legal timber trade through strengthened collaboration and innovation. Through multi-stakeholder dialogues, technical presentations, and a mini-exhibition, participants examined enforcement challenges, shared best practices, and explored emerging technologies including DNA testing, AI-enabled wood identification, digital traceability, and specimen databases. The project highlighted the importance of cross-fora cooperation—particularly among EGILAT, SCCP, and ACTWG—to improve coordination, harmonize regulatory approaches, and enhance supply-chain transparency. A key outcome was the development of the Timber Legality Enhancement Framework (TLEF), which integrates technological innovation, governance, and policy reforms to support more effective enforcement and promote a transparent, sustainable, and credible legal timber trade across the APEC region.
