APEC ensures that goods, services, investment and people move easily across borders. Members facilitate this trade through faster customs procedures at borders; more favorable business climates behind the border; and aligning regulations and standards across the region.

This report presents project outcomes aimed at highlighting the importance of micro, small, and medium enterprises (MSMEs) participating in the development of international standards and strengthening the capacity of APEC economies to promote such participation. It examines the current challenges MSMEs face, shares best practices and recommendations, and compiles case studies that illustrate the concrete benefits of MSME involvement in international standards development. It also emphasizes how increased participation contributes to inclusive growth, including for MSMEs led by women, Indigenous Peoples, persons with disabilities, and those from rural or remote communities.
This report includes the results and analysis of two surveys, as well as key points from a policy dialogue held in March 2025. Its findings support the development of more effective and inclusive standardization and conformance systems across APEC, support MSMEs to use, apply and conform to international standards and help engage more MSMEs in international trade.
