The digital transformation of MSMEs is pivotal to achieving the inclusive, sustainable, and balanced growth envisioned in the APEC Putrajaya Vision 2040. Recognizing this, APEC’s PPSTI sought to assess the current landscape and develop actionable guidance for the region. 

 

Drawing on a survey across APEC’s member economies and the APEC Public-Private Dialogue held in February 2026, this report identifies eight priority areas to accelerate MSME digital transformation: strengthening digital infrastructure and connectivity; addressing financial barriers through innovative mechanisms; building human capital and digital skills at scale; enhancing digital processes and operational integration; creating an enabling policy and regulatory environment; leveraging ecosystem partnerships and platform models; measuring progress and sharing knowledge; and mainstreaming gender equality. These priorities reinforce the call for inclusive and quality growth outlined in the Putrajaya Vision 2040—a collective effort APEC is uniquely placed to coordinate and sustain.
