This report on Korea's APEC project, Policy Sharing on Digital Inclusion for the Elderly, examines digital inclusion policies for older adults across APEC economies in response to rapid population ageing and accelerating digital transformation. It highlights that digital inclusion extends beyond access to technology, encompassing digital skills, affordability, accessibility, safety, confidence, and meaningful participation in society.

 

The report reviews policy frameworks and measurement approaches adopted by several APEC economies, demonstrating a growing emphasis on age-friendly digital services and evidence-based policymaking. It also presents innovative Korean case studies, including AI care calls, companion robots, and AI-powered educational platforms, which have shown positive impacts on older adults’ well-being, independence, and social connectedness.

 

The report concludes that effective digital inclusion requires whole-of-government approaches, public-private partnerships, and regional cooperation. It recommends actively involving older adults in policymaking while adapting policies to emerging technologies such as AI to ensure that digital transformation benefits everyone.
