This report summarizes the discussions and recommendations from the APEC DESG workshop "Combatting Online Fraud and Scams," organized by the National Center for APEC (NCAPEC) in partnership with Australia's Department of Foreign Affairs and Trade during SOM1 2026. Bringing together government officials, industry leaders, and international organizations, the workshop examined the rapidly evolving threat of online scams and fraud and identified practical approaches to strengthen public-private collaboration across the Asia-Pacific. The report highlights key themes, including the increasingly cross-border and technology-enabled nature of scams, the growing role of AI in both fraud and prevention, the importance of timely information sharing and cross-border cooperation, and the need to balance security with innovation. It concludes with recommendations to advance practical APEC frameworks, capacity-building initiatives, and public-private partnership models to strengthen regional efforts to combat online fraud and scams.
