This publication presents a comprehensive toolkit for conserving long-distance marine migratory species while supporting integrated coastal zone management. It addresses the ecological, institutional, and transboundary challenges caused by habitat fragmentation, climate change, human activities, and limited marine observation data.

The report integrates species distribution models, joint-likelihood data assimilation, behavioral state decoding, ecological corridor identification, connectivity assessment, and network resilience analysis. It combines tools such as MaxEnt, ensemble modeling, least-cost paths, circuit theory, hidden Markov models, and Lagrangian particle tracking to identify critical habitats, migration routes, bottlenecks, and stepping-stone areas. The toolkit also promotes dynamic ocean management, adaptive protection measures, data sharing, and international cooperation under mechanisms such as APEC.

Overall, the project provides a science-based and operational framework for improving marine spatial planning, transboundary conservation, coastal resilience, and sustainable blue-economy development.
