This publication presents the key findings and outcomes of the Stocktaking Report on the Overview of Digital Rural Communities (DRC) in Viet Nam and APEC Economies, prepared under the APEC PPFS 201 2023A project on scaling up best practices for digital rural transformation. The report provides a comprehensive conceptual framework for DRCs and examines emerging trends in digitalization in agriculture and rural development across the APEC region. It reviews the relevance of DRCs in addressing major challenges faced by APEC economies, including the urban–rural development gap, labor shortages, climate change impacts, and digital and gender divides. Drawing on case studies from Viet Nam and selected APEC members such as China; Korea; Japan; Indonesia; and Thailand, the publication highlights good practice models, critical success factors, common challenges, and policy recommendations. The report serves as a practical reference for policymakers and stakeholders promoting inclusive, resilient, and sustainable rural digital transformation.
