With aging populations, rising medical inflation, and chronic diseases, APEC Economies are under greater pressure to deliver affordable and high-quality care to their populations. Private health insurance (PHI) has emerged as an increasingly vital player in helping economies expand coverage. This project will assess the gaps and opportunities in the PHI market in APEC member economies and highlight best practices for optimizing models through a research paper and policy dialogue at the margins of the SOM3 HWG meetings in August 2026. By distilling regional and global lessons, this project intends to provide APEC policymakers with actionable strategies for leveraging PHI to deliver more equitable, efficient, and sustainable health systems for the future. The report will be shared with the HWG and relevant stakeholders following its launch.
